I finally realized what's been wrong the whole time...

Ok, so 9/11 happens and security has to tighten up and all that. Fine. But what are the DoD and CIA doing getting involved in monitoring transactions and behavior of American citizens on American soil when 1) their jurisdiction of responsibility is foreign countries, and 2) not a single mass-killing terrorist act aside from Oklahoma City was conducted by an American citizen?

The CIA was blasted in the early-mid 70's for going outside of its charge and spying on citizens. Stuff was done to create CIA oversight and prevent that sort of thing. Guess it wanted to start it again (not that I really believe that the files were all destroyed).è
