At 100%, he's up by 0.7%, well above the 0.25% that Montana requires for a recount.  Thus, the Senate is at a minimum a 50/50 tie, as it was earlier in the Bush Jr. era after the Vermont defection.

The media is now calling a Webb win right now. Course, not everything is in yet, so there may be a recount still.
