why half-mast?

acroyearI keep forgetting to post this, but i've noticed the flags around my office have been at half-mast for weeks, maybe months now. Is there some presidential order to keep them that way, some 9/11 or war memorial, or are people just forgetting to raise them back up again?
Just strikes me as odd -- there's no honor in the rarity of a half-mast flag if its always at half-mast.
scratch that -- i did a new look around the office, and its only the one place (which i happen to pass regularly) that's still half-mast. two others in eye-sight from my office are up at full.
