Since today most new computers don't have a floppy anymore (A:) and we haven't had a computer with *2* floppies for over a decade and a half (so most people have quite simply never seen B: in their entire lives), why the hell hasn't Microsoft fixed their damn OS to allow one to re-letter a hard drive to "B:"?

Because it would be useful. Besides, are you going to pay another $300 just to get drive B:?

The issue is addressed to some degree on this post -- one response being that you can have a B:

Start --> Control Panel --> Administrative Tools --> Computer Management --> Storage --> Disk Management --> Right click on a share --> Change drive letters & paths

I don't know how accurate the info is, however.

well, yes, i know *how* to set a drive letter...and on my box, "B" isn't available in the drop-down.

A lot of people still use software that uses floppies. I know, it sounds odd and antiquated, but they do. In order to maintain backwards compatibility, I believe that they slotted the first two logical drives as floppies. Also, if you can't manage to find a drive letter within the other 24 allocated spots, you need to trim down your drive mappings. :)
