Play an R or X rated movie on the van DVD player and if it is seen by someone in another vehicle, a driver can be charged and fined with having an obscene video image seen from outside the car. The civil fee is $300.
This one will never hold up in court. It puts the onus of determination of "obscene" onto the MPAA, a non-government, unregulated agency. Preexisting state laws already put the determination of "obscene" as the responsibility of the local community, and no community is permitted to use the MPAA rating as a means of such determination - that's already been argued and lost in several federal districts.
As for the rest of the "fees", it's possible for someone to present a reasonable argument that would have them qualified as excessive under the cruel and unusual punishment statute.
